Regional Autonomy (OTONOMI DAERAH)



Appropriate early 2001 regional autonomy in Indonesia gong sounded again, even though it was long ago the issue of regional autonomy is promoted, either directly by government or through the concepts of government analysts and experts in discussions, seminars, or lokokarya but when it does not yet exist unanimous agreement about the nature of regional autonomy. It is therefore not mengheranan if there are two groups differ from each other; one party feeling optimistic about the implementation of regional autonomy, as seen already quite aspirational and is supported by almost all areas and components, while others still feel pessimistic because the experience during the the inconsistency in implementing a policy. Learning from past experience we have to understand what exactly is the nature of autonomy and its application orientation. There are some issues we need to understand in depth to regional autonomy really happen and not a mere lips service. First, we must understand that decentralization is a system of government in the constitutional system as a whole, which means that regional autonomy is a subsystem in the system of state administration, regional autonomy means any area of ​​applied, in practice it will not be released from the skeleton system of government in the State unit of the Republic Indonesia. Second, be understood that in order to implement regional autonomy as well and really needed the political will of all parties (government, community, local government). Political will is very important because it is believed to be able to unite a variety of different interests in a container-oriented understanding a purpose built state of Indonesia through the empowerment of an optimal area for the realization of a just and prosperous society. Third: It takes a shared commitment to implement regional autonomy in accordance with applicable rules, to achieve an expected goal. In this context the efforts of various parties is necessary to implement regional autonomy, followed by evaluation and improvements on the shortcomings of the existing policy at the time. So policies need to be flexible, but still leads to a common purpose.
